Explicație simplă
You can receive housing benefit as a tenant (known as a rent subsidy) or as an owner of owner-occupied housing (known as an encumbrance subsidy).
Whether and how much housing benefit you receive depends on how high your income is and how high your rent is or how much you pay per month if you own your own home. The number of people living in your household also plays a role.
If your financial situation or your living conditions have deteriorated during the approval period, you can apply for an increase in housing benefit at any time.
You are obliged to inform the housing benefit authority immediately of any changes. This also applies to changes that could lead to a reduction in housing benefit.
The amount of housing benefit can vary from region to region. The rent or charges are only eligible up to certain maximum amounts. The maximum amounts depend on the local rent level, the so-called rent levels.
Ce cerințe trebuie îndeplinite?
Whether and to what extent you can claim housing benefit depends on various factors:
- How high is your total income?
- How high is your rent or your monthly mortgage if you own your own home?
- How many household members do you have and what is their income?
Total income
The total income is the sum of the annual income of all household members to be taken into account. Certain amounts and deductions for maintenance payments can be deducted from this.
Income is calculated on the basis of taxable income, supplemented by tax-free income. In each case, 10 percent must be deducted from this if, during the approval period
- Taxes on income
- Compulsory contributions to statutory health and long-term care insurance
- compulsory contributions to statutory pension insurance
are paid. If all 3 payments listed are made, the deduction amount is 30 percent.
Rent amount/monthly charge for ownership
The rent is the agreed remuneration for the use of the living space on the basis of a rental agreement.
The monthly charges for owners are the expenses for debt servicing and the management of the property.
The basis for calculating the housing benefit is the gross rent. The rent does not include, for example, heating costs and costs for hot water. It also does not include payments for the provision of a garage or parking space for motor vehicles or payments for general support services such as the provision of nursing or care services, domestic services or emergency call services.
Income of household members
In addition to you as the person entitled to housing benefit, the household members include the people who live with you in an apartment. This home must be the center of life for each of these persons. All household members are taken into account if they are not excluded from housing benefit.
You are excluded from housing benefit if you receive transfer benefits (other social benefits) that already include housing costs.
For example:
- Basic income support for jobseekers (unemployment benefit II) or
- Basic income support in old age and in the event of reduced earning capacity
