If you enjoy fishing and have a fishing license, you can easily introduce your children to your passion: In North Rhine-Westphalia, children and teens up to age 15 may fish alongside an adult without their own fishing license, and they can take the fishing exam as early as age 12.
Rules and Requirements for Fishing with Children
Standing relaxed on the shore, letting your gaze wander across the water, and waiting for the next catch brings great joy to fishing enthusiasts of all ages. Fishing is also a great way to spend quality time together in nature. If you’d like to discover fishing together with your children, North Rhine-Westphalia offers the perfect conditions: 54,000 hectares of water attract over 250,000 anglers with a rich variety of fish.
To ensure an enjoyable fishing experience, please note the following:
- Anyone wishing to fish must be in possession of a valid fishing license and a permit for the specific body of water. The fishing license can only be issued after successfully passing the fishing exam.
- The youth fishing license was abolished in July 2026.
- Children between the ages of 10 and 15, inclusive, may fish without their own license if accompanied by a holder of a valid fishing license. A photo ID (e.g., national ID card, passport, or student ID) is sufficient proof of age.
- As of July 2026, the fishing exam and the acquisition of a fishing license will be available starting at age 12, allowing young people to fish on their own. Starting at age 16, passing the fishing exam and holding a valid fishing license are required to fish independently.
- Children under the age of 10 may fish freely—that is, they may help and assist—when accompanied by an adult with a fishing license; however, they are not permitted to perform any activities related to animal welfare, such as unhooking, stunning, or killing fish.
Things to Know
In addition to a fishing license, you must obtain a so-called fishing permit for the selected fishing waters. This permit is available, for example, at specialty fishing stores or fishing clubs.

Make sure to set aside enough time for your outing. If you're fishing with children, you should plan on at least two hours.

Don't forget to bring mosquito repellent. Insects are especially drawn to bodies of water.

Life jackets save lives
Do not leave your child unattended! Deep water and currents can be dangerous. Children should always wear a life jacket, even if they can already swim. It protects against drowning!

Additional Safety Measures
Store sharp hooks and knives safely. Children should only be allowed to use them—if at all—under supervision.

Be sure to have a small first-aid kit equipped with band-aids, antiseptic, and bandages.

Protecting Nature
Be mindful of protecting nature and set a good example for your child. This includes respecting animals and treating the plants in the area with care. Leave the fishing spot clean and take your trash with you.
