The Education and Participation Package provides assistance and support to children and adolescents from low-income families. Unfortunately, it often happens that people do not apply for benefits even though they may be eligible.

Studies: Findings, Resources, and Practical Examples

What are the reasons why families do not take advantage of the benefits to which they are entitled? How many eligible individuals are there overall? And where and under what circumstances do they live?

To increase the uptake of benefits from the Education and Participation Package and to better align the services offered with actual needs, it is important to answer these and other questions. 

In the following overview, we present several studies and resources that provide answers to these questions, highlight challenges in local government practice, and discuss potential solutions that can simplify and expand the use of Education and Participation Pact benefits.

In North Rhine-Westphalia, about 25% of all children and adolescents under the age of 18 are at risk of poverty.
