Children need their own ID card to travel abroad from birth. An identity card is sufficient for travel within the EU and to Norway, Iceland, Liechtenstein, Switzerland and Turkey. For all other countries, children - like adults - need a passport.

If you are applying for a passport or ID card for your child, your child must come with you in person.

In addition, you will need the following documents:

  • the birth certificate,
  • identity cards of both parents and, if applicable, a declaration of consent from the absent parent,
  • in the case of divorced/single parents, if applicable the custody judgment or a negative certificate from the youth welfare office,
  • the old children's passport - if available,
  • a current digital biometric photo.

From May 1, 2025, only digital photos will be permitted. Further information on this can be found on the ID card portal.

For children under the age of ten, the biometric requirements for the photo are slightly less strict than for adults. You can find information on this in this passport photo template for children.

A basic fee is always charged for a passport, depending on age. Since February 7, 2026, this basic fee for

  • persons under the age of 24 is 37.50 euros.

For additional services (e.g. photos, express procedure), further costs may apply. Please enquire at your local citizens' office.

Simply explained

When traveling abroad, children need their own identity document from birth. There are two options for this. When traveling within the European Union (EU) as well as to Norway, Iceland, Switzerland, Liechtenstein and Turkey, an identity card is sufficient. For destinations outside the EU, a passport is usually required.

Important: The children's passport will no longer be issued, extended or updated from 01.01.2024. For you as parents of children under the age of 12, this eliminates the need to apply for or renew a child's passport every year.

If your child still has a valid children's passport, this ID document can continue to be used until it expires.
